No, she has not "been in office" for 4 years. You obviously don't have a clue what the role of a Vice-president is all about. VPs do not hold office. They don't have a role in the running of the US Government. (And no, Biden did NOT appoint Harris "Border Czar". That was a Republican lie.) The position of vice-president has often been described as a "non-job". The vice-president has no official function in American politics. Yes, they chair Congress, and certain Senate committees, but they are not actually involved in the day to day policy making of the US Government. That is the President's role. Not the Vice-president. The President is not even required to keep the Vice-president informed of confidential government defence matters. As an example, when President Roosevelt died in April 1945 White House staff had to frantically brief the new President, Harry Truman, about US plans to use the secretly developed atomic bomb on the Japanese cities of Hiroshima and Nagasaki. He didn't know anything about it. Why? Roosevelt hadn't bothered to tell him. So why does the VP exist? To provide a named successor to the President should they die in office, either through natural causes or assassination. It is vital that the government continues without pause. The alternative would be political chaos. A government without a head of state. When President Kennedy was assassinated on 22 November 1963 in Dallas, his successor, Lyndon Johnson, was sworn in as President on board Airforce One within an hour of the official confirmation of Kennedy's death.
