I have especially seen for countries like Suriname, South Africa, Mauritius etc. they have been able to get the OCI card.

  29. @Rahul Please, you don't know so don't comment. Firstly, I didn't say become equal in all respects. I said that they will in most respects except for voting and agricultural land. As for a visa, their OCI card is a visa so no other thing needs to be applied for. OCI card + passport gives access to everything. One simple example I will give you. If a foreign citizen wants to buy a house in India, they cannot. But foreign citizens who have OCI cards can. Another example is that if you visit the Taj Mahal, there is a rate that locals pay and a rate that foreigners pay. If you have an OCI card, you pay the local rather than foreigner rate.
