  1. You can't make a tax avoidance law. Tax avoidance by its nature is legal. If you have any legal deduction, that's a tax avoidance mechanism. What you actually want is for various tax avoidance loopholes to be closed. That's a discussion you can have but you can't have a law against tax avoidance itself because that will always be legal.
