  1. He's not allowed to be an Indian citizen IF he has an Israeli passport. If he has an Israeli passport then he's supposed to renounce the Indian citizenship. After this, he can apply for Overseas Citizenship of India (OCI Card) which is not a citizenship but a lifetime visa that allows you to be treated as equal to Indian citizens except for voting and holding agricultural land.
