  1. To be honest, Biden can select whoever he wants and a black woman may indeed be eminently qualified. The only issue is when he comes out and says that he's specifically going to choose a black woman. That creates doubt in people's minds that qualification is not the primary criteria. If he wanted to do this, it would have just been better not to say anything about it and then choose a black woman anyway. There would be no one who would question that.
