Yes, a total budget amount goes from Westminster to Wales but it’s then up to the Welsh government how much of that is spent on its areas of responsibility, including the NHS. It’s also up to them to decide how the NHS is run in Wales. Plus, the Welsh have tax raising powers that they have chosen not to use. The reality is that NHS spending per head of population is higher in Wales but waiting times are worse. Labour need to own that.
