  1. USAID is the equivalent of China's belt and road initiative. China has seen tremendous benefits from giving stuff away (with some strings attached). The minute we turn our back on something (like Panama for example) China and Russia will be there to fill the gap. Editing out waste and fraud is a great thing to do but going beyond that is a strategic blunder.
