Countries tend not to rebuild their military immediately but Russia is not a normal country. There was Chechnya 1, and then Chechnya 2 for example. The report mentions how Russia's military is depleted but also how the whole country has transitioned to a wartime economy, while everybody else has not. We could come up with multiple scenarios where Russia ends up with a big advantage and presses on. Probably the most simple scenario is that Trump comes in and makes a deal with Russia. He tells Putin to just chill out for the next 4 years and he'll make sure that Ukraine doesn't get much support. Then, 4 years down the road when Russia has completely rebuilt and Trump is gone, Russia can do whatever it wants. Trump thinks it looks great for him because it looks like he put an end to the war and then as soon as he was gone the war kicked back up. He'll say the only difference was Trump. Russia has long wanted a pause to refit and then continue. Trump might very well give them the pause they've sought.

Also, both sides are not fighting for their lives and they're right to exist. Nobody is threatening Russia, nobody wants 1 m² of Russia.

@crusadertank970 Nothing would surprise me when it comes to how people think and feel inside Russia. The Soviet Union and now Putin have been conducting psychological operations on those people for a very long time... They might fully believe that Martians are coming to invade but the truth is still that nobody has any interest in taking any Russian territory.
