Back in the 90's I read an article by a historian who explained that in the 2nd, "well regulated" came from the term "regular" as in, "regular use", generally meaning that the militia (male citizens or what have you) had normal access to arms and regular use of them. i.e., they were not locked away, nor was ammo forbidden, etc... the citizens, who made up the militia regularly used their firearms I've never seen it defined like that again.
