@lispinlunatic9205 Actually no one had that authority. But he was the highest govt employee who advocated doing so. The real answer to your question would be all the local Governors and Mayors who enacted the edict and enforced it.

After the very early stages of the pandemic, after we knew a little more about it (and not just going by what Fauci was telling everyone), Trump SPECIFICALLY and PUBLICLY said the mask should be a personal choice, along with the vaccine and that businesses should be open. You're trying to blame something on Trump to make him look bad but you're just making yourself look like an idiot. None of this even relates to the video above so you're all just trolls.
