Regulated back then came from the root word, regular. As in regular use, or maybe even regular people. It did NOT mean "government regulations", most definitely. At the time, every regular person with arms was considered part of the "militia". And we're talking state's militias. The amendment was written to protect the states and the people from the Federal govt, just like the 1st, free assembly and speech amendment.
In the original draft, it's saying that the Federal govt can not infringe (limit, curtail, prevent, regulate) on the rights of the people to have and to regularly USE arms, as that is what keeps a country free (from enemies foreign and domestic), although at the same time, the govt can not force a person to take up arms.
