  3. to put it plainly, sheer numbers. the problem was much less when reagan tried it - but he, and others, saw the problems ahead and tried to solve it in a compassionate, forgiving way before it got anywhere near the point it has today. along with his amnesty, future illegal immigration was supposed to be stopped, but congress reneged and illegals continued to flood the country ever since. (it was supposed to be a one time amnesty, with no more ever coming over, obama basically wanted open borders with no reprocussions)
