The TDI has much of its torque at low rpm's, so in everyday driving, it feels much more powerful (or faster) than it really is. While a gas turbo engine may peak out at 4k rpm's, who is going to drive around from stoplight to stoplight or on suburban roads winding it out at 4k? The TDI hits max torque at 1750 rpm's, which is right where you need it most for everyday driving, just a little higher than idle, and right around the cruising rpm.
So in regular driving, that TDI is definitely more than enough. Whereas a 4cyl gas engine, even though it makes higher overall power, needs to wind up a lot for best effect, which in turn makes the driver feel like its underpowered - needing high rpm to produce adequate torque to move a heavy car.
