  10. The problem is in cities like new york and chicago this won't work. You will end up locking up half the population. There aren't enough jails to lock up all the criminals. This is an issue with people not going to Church and having no values. You can lock up every evil man in this county and he will come out the same evil man unless his values change. This women having kids with random people causes situations where this 16 year old is killing another 16 year old.
