sadly because it is so difficult to evict someone, developers only focus on luxury apartments because it is less likely they will have to face the eviction process. the risk with renting to a low income person is exorbitant. the govt. is trying to protect them with eviction protections, but ultimately guarantee less housing for the poor. best policy would be to streamline the eviction process. max 30 days. this would reduce the risk associated with renting to these folks.otherwise it seems like the govt is going to use eminent domain to take apartment buildings and turn it into public housing.
