  2. so, the govt of PR was reckless and wasted alot of money, the population lives in desperate poverty, the govt offers tax incentives for rich people to move there. The rich people move there and create jobs. The poor people wish there were more jobs that paid better. Somehow this is a bad thing. If they ended the tax breaks, it would just be poor people not being able to support themselves again. PR has a huge drug problem because of where its located. Taking money from the rich isnt going to change anything.
