When people talking about speed of light they are most of the time(like you here) talking about speed of light in vacume... and speed of light in fiber optics is in fact slower than standard signal in some metal wires. The bandwidth in fiber is generaly bigger but that have nothing to do with speed of light even if most people want to call it "speed".
