  1.  @zephrizi9034  NASA wanted the piece of defence budget so they limited he size of the shutle to 2.4m and your "reconfigured spy sat" was suposed to have 3m mirror but because NASA only wanted to carry spy sats... Hubble was forced to have only 2.4 mirror instead of 3m like it was planed at the beggining... Not to mention how much time passed from the idea to this telescope fully functional!
