Most of the systems that they wanted to use it for would not have any "anti cheat software" on them and if they implemented it then there was easy way to use it and your idea is just too complicated and unreliable for government to use it. Can bet that there is other hardware hole build in to give you that kernel access and then use this one with -2 access...
