"The clearance between rebar and the surfaces needs to be 2 inches minimum and 2.5" is preferred although we used 3" " ekhm, for small rebars in standard land constructions that are most often used only 2.5cm (1 inch without 1mm) is fine... here in 9:30 we can see that the rebars were covered by less than 1cm...

It have rusted rebars and iron have less volume than iron oxide aka rust -> concrete looks ok but rusted rebar pushed it out. They removing parts that have no structural integrity, the core of the pilar hahe no rebars so its holding... Is it safe? Nope as most likely other parts above are also coroded and there concrete needs rebars more than here where its mostly pure compresion..
