  1. Hum, what about a we do want more immigrants and refugees, but we want local governments to decide if they want to accept anyone in first kind of stance? That way people won't be sent back, good from a progressive point of view, but immigrants won't end up on the streets before a local government decides to accept them in, meaning that they're presumably okay with them. And local self determination tends to be popular in rural communities.
