Good grief. Why not just do it our way? Only prioritize race or gender when everything else is equal. And don't make a race/gender rule/law that actually outright states race or gender but rather objective criterias like lower then average representation compared with demographics for a race or gender in a particular industry or field of study. So if a race or gender or anything else say makes up less then half of the number that should be expected demographically in an area and two applicants have otherwise equal qualifications then prioritize the minority option. Be that men in kindergardens, women in STEM or african americans/native americans etc in higher education. And use the percentage over the last say 10 years as a metric for how underrepresented a race or gender or whatever is. That way subconsious preferences for certain races or genders can be faught against while better suited applicants won't get turned down in favor of less qualified applicants.
