  1. Hum, perhaps a quota of 25% market share pr country and company would be reasonable? Given American movie companies use of Canada they'd still probably have a 50% share, but it would leave Europe real space to grow our own industry. And it might move some of the focus away from Hollywood. Partially further north in the US towards the border with Canada, and partially to Canada itself. And perhaps some will move to Mexico. Just spreading it it out a bit more might help. A quota of 75% for any given language might also help.
