  1. The penguins don't need a nuclear war to improve their situation, they'd probably be more harmed then helped. I guess there's a chance that such a nuclear winter might help the polar bear though...

  2. Eh, I think you're significantly underestimating the death tolls by a bomb strike. Also, Russia got better cyberwar capabilities and a more hardened infrastructure with regards to nuclear war. They got a ton of bunkers all around the country that would most likely survive such a war enabling them to keep fighting long after most of the US ones are gone. The US got some too of course, but I haven't really heard of all that many of them... So yeah...
