@u2beuser714 Yes and no. Authoritarian regimes often are suspicious of their militaries potentially being used against them, rebellions etc. So they tend to prefer a top down hierarchical structure. The Prussians wheren't really that bad in this regard after the reforms brought about by Napoleon defeating them.
