  1. Low punishments isn't the problem. We have low punishments for crime here in the nordic countries. But you need the rest of the package, like a legal system focussed on rehabilitation and a government supporting people trying to turn things around, helping people get clean and get a job etc. Free healthcare, including mental health. And a welfare state supporting people so they don't have to turn to crime to make ends meet. And of course people actually smuggling stuff rather then just having a user doses do need to go to jail... If you want to legalize a drug, be that tobacco, alcohol or something else you need to regulate it.
