Regarding things the US does better then Europe. Look into experiences disabled people have in the two countries. Europeans get more home aid stuff in general. But when it comes to public infrastructure there's way more of it that's built suitable for disabled people in the US then Europe in general (there's individual countries and organizations/companies that's exceptions). Also, regarding ambulances, you're way better in the US then in India... Road laws barely applies there...

First of all, I'm European, not American... Secondly, historical buildings has nothing to do with why the US is ahead of us. The reason there's a difference is that European laws in general doesn't actually carry any weight when it comes to accessibility for disabled people in most European countries, unclear wording and usually little to no mention of consequences. There are exceptions in Europe that shows that it can be done also among older buildings. And furthermore, we're failing to make new buildings accessible. In Europe accessibility is generally a afterthought rather then a primary design criteria.
