You keep making conclusions that's exceeding the information you provide in the video. You're assuming that they have to have a exit strategy other then simply being so much of a pain to fight against that hopefully the Soviets won't bother (since presumably they'll have their hands full with Germany, there's been plenty of wars in the past where someone is taking advantage of someone else being in a seperate war to take advantage of their temporary weakness) Also, you're assuming that a build up of troops is neccessarily a offensive move. But given that the winter war in the first place was justified in part as securing the Soviet Union against possible agression it's not unthinkable that the Soviets might try to attack Finland as a part of a German-Soviet war. Did they know at least something about Axis activities and plans? Almost certainly yes. Where they a part of the Axis? In my oppinion, no, not at all. Where they planning to take offensive action against the Soviets? Possibly, but my guess is that they where mobilizing in order to be prepared for any eventuality whatever that might be, both offensivly and defensivly. As a small nation you can't just do whatever you want. But you may at times take advantage of other nations activities even without a formal agreement of any kind if you know their plans. And ideally you'll play the larger nations up against eachother.
