Basically Apple wanted a Intel CPU with a good iGPU so that's what they got. After that there just hasn't been a need for anything like that so the newer iGPUs don't have as much cache as that processor they made for Apple and therefore they're running worse even though they technically got better hardware for the actual calculations. It's a similar situation as what you'll find with the R5 2400G really. It's heavily memory bottlenecked. So overclocking the memory to optimize for bandwidth (not just frequency but timings and sub-timings) yields more gain then CPU or GPU overclocking does.
