  1. Not reaching higher clock speeds isn't a problem. Going up there then failing is. With boost tech belonging to AMD or Nvidia you should be able to expect the products (AMD or Nvidia) to have fallback solutions where they go back to lower clock speeds automatically if the power can't be relied upon. AMDs CPUs kind of do that these days.
