  1. Spain becoming multi-party is probably a good thing. But some constitutional changes to help it work as a multi-party system might help. Remove the option of new elections. And keep the sitting cabinet in power till a new one is agreed upon. Force the parties to cooperate. Only cooperation should be rewarded with power. And other things like that used in north European multi-party systems.
