The easiest way to close tax holes for big companies is to not tax them much in the first place and only use simple rules for their direct taxes and instead tax their workers and ensure that their workers have a high salary for instance through the use of strong unions in your country. Here in the nordic region we actually have fairly low corporate tax level, instead focusing on income tax and VAT for our national revenues. It's a whole system. Our state gives our citizens plenty of return on their investments in the form of welfare, healthcare, education etc. And it gives the companies the same in the form of reduced expenses for highly educated labor (since they're not paying off expensive student loans), infrastructure, health care (no extra health care insurances needs to be funded by the companies for their employees and employees are less likely to show up at work sick and inefficient or wait till a disease has taken hold with seeking out health care leading to extended sick leave) and a welfare system that means that employees are more willing to be temporarily suspended from work when the market is bad since the state takes care of that expense allowing the companies to retain important skills in the company that will return when the economy recovers, and furthermore the unions are working more constructive with the employers and the state since they know that their members are taken well care of by the state if something happens. And the state in return gets a tax income with a low amount of tax evasion since your average citizen have a high willingness to pay taxes and the companies can't avoid the high salaries feeding those higher income taxes. It's all connected. Also, by simplifying the system the costs of collecting the taxes can also be reduced somewhat, although quite frankly we're making up for that by spending money on simplifying the tax collection even more from the point of view of the citizens with prefilled tax papers that we just have to check for accuracy on a website. In essence I can spent just 10-15 min on my taxes each year and call for assistance if I have issues (or use the helpful instructions on the website) instead of hiring a third party or spending hours on taxes like in some other countries. Does that mean that everything is perfect over here? Of course not. But I by far prefer that over the US system.
