The big joke is that both sides have satellites that can read number plates from space. This is very much a weather balloon.

@Xenomorphine I guess you don't know much about how balloons fly. They are entirely at the mercy of the wind and the only possible way of changing course is to go up or down to where the wind might be in a different direction. Been there, done that as they say. As for loitering, ever heard of geo stationary orbits? It all sounds like good old American paranoia to me.

And they wasted an expensive missile when a blast of machine gun fire would have brought it down in a controlled manner so that they could have examined the payload. Really not that clever?

@joekewl7539 have they ever been tried out in simulated air to air combat? The good old British Harrier, slow as it was proved to be pretty good at the job.
