  3. It will only ever be a right as long as those who want it are prepared to do something about it. Just think how long we have been giving help to dig wells etc in Africa and bad it still is because they don't bother to maintain what we have given them. When they were one of our colonies I bet they had water supplies. Then think about the dreadful flooding not that long ago?
