Then how come there is no video footage from the hundreds of mobile phones that must have been in the area at the time? If it was one of the "usual suspects" then it would have been all over social media in seconds.

@bwilliams572 I have now seen some, but was it actually taken at the same time - not watched any amount, only clips people have posted. Certainly looks odd ,but from what I can make out (clothing & weapons) they don't look like army.

If he was a terrorist, then his attack tactics were very poor, given he was initially hooting his horn to get the football yobs to move out of his way before they attacked his car. There would also have been at least a few fatalities too.

The driver probably was not stopped initially as they thought he was just a boring middle aged white guy driving a boring people carrier. Just imagine the outcry from some quarters if the police had stopped a totally innocent white guy? As for the use of barriers, I heard a tale from a couple of ladies from the sailing club at the weekend about how they tailgated a bus through La Rochelle to avoid pop-up bollards, just to find the marina.
