It's not a new idea, it's an old 32 TRILLION DOLLAR idea that no one can figure out a way to pay for (without doubling tax rates) They could double tax rates but then they would see a mass exodus of capital from the United States just like when Obummer was elected. The exact opposite is now happening under Trump. Capital is now coming INTO the country instead of leaving for the first time in over a decade.
