At the rate the Democratic party is destroying itself, the Republicans will be in charge of Congress for years and years to come so no need to worry! The Republicans would vote to make the changes permanent but they would need Democratic support to get to 60 votes to do that portion of the bill. It can't be done under reconciliation, that's why it needs 60 votes but the Democrats are too economically and competent to go along with it. So in fact, you are blaming the wrong people for the temporary measure. I hope this helps.
