Easiest thing to do is to infiltrate, find out when the boats are leaving and pretend to be an illegal then board and arrest everyone and destroy the boat, they must know where they are buying the boats rom and surely could monitor it. But it sounds like they aren't interested in stopping it and would rather destroy the UK.
