The homeless people in CT have to go through programs that help them get back their ID. There are many who don't want to get sober and go into a program, and still on the street. It's a long, long process. I feel really bad for them. A lot of ID is tied to an "address". If you don't have an address, you can't get it. It took 5 months of running around to get information for the Vital Statistics (birth certificate), and social security card. It finally happened because he had been to a doctor, he had been baptized, he had worked for a place that recognized him and gave him proof of a social security number. Homeless are drifters, and often have NO access to important papers from their past. What do you do then? They can't even get a P.O. Box to receive mail, and the State won't take a P.O. Box as a place of residence. It could be so much easier, but it isn't. There is no one to turn to, and no one to help.
