  1. membership is optional, because nations settle their arguments with guns, not negotiation. any government that subscribes to the icc establishment of sanctions must first believe they don't, and won't, commit crimes, and also believe they will get a fair trial if they are charged. much better to stay away, and necessary if your hands are notoriously bloody.

  2. the general solution to the multiple eruptions on the face of human society is to establish democracy in every nation. paradise would not result, but when the majority rules instead of a few, decisions tend to be good for most, and not just a few. this requires citizen quality people. there aren't enough, in usa. or even close.
