for a long time, it was a condition of citizenship, that able-bodied men must participate in the swiss militia. there was no professional army outside training officers. that is how democracy works- the citizens, assembled, are 'the force.' that's why i seldom refer to people of other nations as 'citizens.; they are not. they are merely civilians, when i'm feeling polite, chumps otherwise. don't complain about the quality of your masters- that is just the reflection of the quality of the people.
