it's possible to use another nation's currency, the euro is essentially just that. until recently i would have guessed it was stable. lately, maybe not. but it's not necessary, a small nation can maintain a stable coin, the swiss do it, and a 'sur' is only as good as the nations in it. some of them not reliable, a recent experiment with bitcoin a notable example.
