the structure of the usa government is built on a constitution whose purpose is stasis. it was written by madison to preserve the rule of wealth, and slavery, and it has succeeded quite well in the first aim. slavery is now a minor feature of society, largely confined to for-profit prisons. the 'stasis' came by locking the direction of the nation away from the people. madison explained that democracy had several bad features, notably the certain outcome of using the taxes paid by the rich to serve the needs of the poor. and he wasn't having it.
the people of the usa are called 'citizens,' but they are not, they are civilians only. watchers, not actors. the usa is frequently called a democracy, but that is simply a lie. it is an elective oligarchy of 535 aristocrats-for-awhile, usually a long while.
why are there only two parties? because the first 70 years of the federation was a struggle between plantation grandees and nascent commerce, which slowly coalesced into parties contending for control of congress. commerce won, it needed a civil war to bring the slavers into line, but the democrat losers still had a base in the south and recovered as the republicans became too crooked to fool the voters. wilson, you should remember, was a southern gentleman, a racist to his core, but to get into office he invited b. t. washington to an informal dinner at his home, and thereby got the support of the southern democratic party, then largely african american. his wife said not one word at dinner, and left the table after a few very difficult bites. humans will do anything for power, and the democratic party is not and never has been obstructed by principles or ethics.
