in a democracy, the administrators put before the electorate referenda about changes to normal operating procedure, and the citizens decide. the citizens also have a power of initiative, to direct action not put by referendum. there is no need for politicians at all. there are no pure democracies, because human society began as warlord dominated groups, right back to the african savanna, when the 'warlords' were the biggest males, and earned their keep by getting in front of the group when hyenas or lions came by. but over centuries humanity has been drifting towards democracy, for various reasons. perhaps the best reason is that the collective decision of all the adults is likely to be better for the nation as a whole, when compared with the decisions reached by elite groups.
the usa has made less progress than most industrialized economies. it is frozen in place by a constitution hopelessly ineffective in selecting good management.
the current apparent choice, between a dimwitted sociopath and an alzheimer dement should persuade you, by itself. further examples are plentiful.
if you are ready for a new constitution, progress becomes possible. if not, not.
