it's difficult to say, if usa is king of the world. there was always some of the world where they were not king, because they didn't have any interest in bhutan and similar.
they were masters of iran for awhile, through their puppet shah, and when iran escaped, usa looked a little weaker. so they try, endlessly, to recover that dominance. when your power is fading, it is vital to maintain appearance, or others will leave as well.
china has stood up, able to defend itself, and to direct its foreign relations for its own advantage. if they see some value in commercial relations with iran, who can frighten them? usa can frighten many, still. elected officials of many nations fear the usa, for sanctions indirectly lead to loss of position.
but increasingly, usa sanctions are revealed to be naked assertions of power in pursuit of profit, and implementing those sanctions become also dangerous to politicians of client states. e. u. states are shifting to trade with china, because it benefits them, not usa. greece and italy are well advanced toward this policy, spain is likely to follow, perhaps even france. they have been exploited by germany and since germany trades with china it will be difficult to forbid that trade.
the e. u. was an excellent idea, for germany. they achieved with words what hitler could not get with armies. but is fracturing, chiefly because it is such a good idea, for germany. perhaps china will inherit the excapees?
