  1. no, it doesn't. it means rule by a few. plutocracy is rule by the rich. there are several types of oligarchy- military rule most common. the point of oligarchy is that it the opposite pole to democracy, rule by all the citizens. but you don't know what democracy means, either, so getting oligarchy wrong is appropriate.
