  1. usa is run by oligarchs, on behalf of plutocrats. that is the legal foundation of the nation, expressed in the constitution. if you want better performance, you have to change those fundamental laws. this is revolution. it might need shooting, but if enough people subscribe to a plan to establish a constitution of democracy, the opposition might go quietly. until you admit that major change, fundamental change, is necessary, usa will remain what it has always been, a jungle for most, a garden for the rich.
