you don't have to guess, madison wrote that his constitution didn't need amendments, jefferson insisted, he would not support the establishment without the bill of rights. so, madison said, 'ok, can't hurt.'
jefferson thought a state militia could resist a national army, with support from other states. he was right, at the time.
this is in history books, but i came across it in '52, so can't point which one.
