  1. you can't expect good management to happen when the selection guidelines are set by the constitution. basically, none. no experience required. no training required. no demonstrated talent required. anyone can be president, and a wide selection of 'anyones' have passed through the office. rotten management gets bad results- look around you. trump is a good example of why a sane and functional society would write a new constitution, but his presence in office is a good reason why no one would call the usa sane and functional.
