  1. because the president is commander in chief. usa only uses mercenaries, now, and doesn't declare war, just goes and shoots usually. congress supported iraq war, which shows that congress is just as crooked as trump. if you want an administration that functions as a democracy, first you must get democracy. in fact, if you don't have it, first you must learn you don't have ir, second, you must think of a way to get it, and third, you must act. the people of usa are simply not citizen quality, and fail all of these tests.
